Step 1: To make the wings, toss the chicken wings with the chili powder, smoked paprika, garlic powder, and salt and pepper together in a large bowl.
Step 2: Pour 1 cup water into the Instant Pot inner pot and place a steamer basket in the pot. Arrange the wings in the basket.
Step 3: Close and lock the lid and turn the pressure release valve to sealing. Press manual high pressure and adjust the cooking time to 5 minutes.
Step 4: When the cooking time has finished, carefully turn the pressure release valve to venting to quickly release the pressure. Carefully remove the lid
Step 5: Place a rack so it is 4 inches below the broiler element and preheat the broiler.
Step 6: Line a baking sheet with aluminum foil and spray with nonstick cooking spray.
Step 7: Using tongs, carefully dip each wing piece in the barbecue sauce and place on the prepared baking sheet.
Step 8: Broil the wings until browned and crispy on the edges, about 3-5 minutes.
Step 9: Flip with tongs and cook on the other side until browned, 3-5 minutes longer.
