To make the wings, in a large bowl, toss the chicken wings with the chili powder, smoked paprika, garlic powder, and salt and pepper.
Pour 1 cup water into the Instant Pot inner pot and place a steamer basket in the pot.
Arrange the wings in the basket.
Close and lock the lid and turn the pressure release valve to sealing. Press manual high pressure and adjust the cooking time to 5 minutes. It should take about 10-15 minutes for the Instant Pot to come to pressure.
When the cooking time has finished, carefully turn the pressure release valve to venting to quickly release the pressure. Carefully remove the lid
Place a rack so it is 4 inches below the broiler element and preheat the broiler.
Line a baking sheet with aluminum foil and spray with nonstick cooking spray.
Using tongs, carefully dip each wing piece in the barbecue sauce and place on the prepared baking sheet.
Broil the wings until browned and crispy on the edges, about 3-5 minutes.
Flip with tongs and cook on the other side until browned, 3-5 minutes longer.
